Son Beel, Assam — a live initiative

ScrollSon Beel is one of the largest seasonal wetlands in South Asia, a Ramsar-significant ecosystem spanning approximately 3,200 hectares in Karimganj district, Assam, in the southern reaches of the Barak Valley. It sits at the confluence of the ecological and cultural histories of Northeast India, shaped by the same river-plain dynamics that have defined human settlement across the region for centuries.
Geographically, Son Beel occupies a floodplain depression fed by several hill streams descending from the surrounding uplands. Its character is defined by seasonality: a vast open water body during the monsoon months, it contracts through winter, exposing a fertile lakebed that has supported paddy cultivation for generations. This dual identity — lake in summer, farmland in winter — is not an ecological anomaly. It is the central organising fact of the wetland, and every livelihood, governance structure, and land-use conflict in the region traces back to it.
The wetland supports exceptional biodiversity. Approximately 69 fish species have been recorded within it, sustaining one of the most productive inland fisheries in Assam. During the migratory season, Son Beel historically served as a critical stopover for birds on the Central Asian Flyway, including the Spot-billed Pelican and the Greater Adjutant — species whose declining presence in recent decades is among the clearest ecological signals that the system is under stress. Roughly 40 percent of the wetland’s peripheral area is evergreen forest, which functions as the primary habitat for fish biodiversity and the most ecologically sensitive zone in the system.
The human geography of Son Beel is inseparable from its ecology. Approximately 100 villages surround the wetland, with a population directly dependent on it estimated at over 50,000 people. Of these, roughly 35,000 families are embedded in the traditional fishing system — not as occasional participants but as communities whose skills, social structures, and seasonal calendars are organised around the resource. A further 500 or so families are engaged in net-making and related trades, linking the fishing economy to local markets. Paddy cultivators, whose seasonal land-use rights over the exposed lakebed are customary rather than titled, represent a distinct but equally vulnerable group.
The wetland is also under pressure from three directions simultaneously. A floating solar energy project, a tourism development proposal, and the long-term encroachment of paddy cultivation into the water margin, none of which are being coordinated with each other or assessed against their cumulative impact on the communities and ecology that depend on the system.
Son Beel is not a marginal landscape awaiting development. It is a functioning, productive, historically significant ecosystem that is being asked to absorb multiple competing interventions without a coherent framework for evaluating what it can sustain and what it cannot. This is precisely the condition the work here is designed to address.
Every activity at Son Beel is guided by the same decision-making framework. This is not a consultancy project dressed as research. It is research that produces real outcomes.
Building a replicable methodology for evaluating development decisions in ecologically significant regions. Applied here first, refined through what the landscape actually does.
Structured conversations with fishing communities. Their knowledge of the beel — its seasons, its stocks, its governance — is not available in any government document.

It is designed to help governments, investors, communities and other stakeholders make development decisions that create enduring economic prosperity while safeguarding ecological integrity.
Rather than developing it in isolation, we build and refine it through real-world implementation. Son Beel serves as one of our first demonstration landscapes, where every research initiative, community engagement and strategic intervention contributes to testing and validating the framework.
Our ambition extends far beyond a single landscape. The framework is being developed to support better development decisions in ecologically significant regions around the world.
The unit of analysis — five capitals
Every decision is assessed by what it changes, for whom, across five categories of capital — disaggregated before anything is ever summed.
We apply the same framework to documented cases where the outcome is already known. This tests its diagnostic power before Son Beel produces results of its own.
Biodiversity conservation sustained alongside a viable tourism economy. Strong longitudinal data across decades.
Complete ecological collapse driven by an unexamined substitutability assumption — that financial returns could replace an irreplaceable natural stock.
Structurally similar to Son Beel. Fishery collapse followed by a community-led governance recovery, with unusually complete records of both.

Son Beel — four active initiatives, run through the five capitals
Feasibility tendered in 2022 at 70–90 MW, re-scoped to 50 MW consultancy by August 2024. The siting logic — place panels where the beel stays wet year-round — concentrates impact on the fishing communities with the weakest formal tenure.
A Karimganj district proposal to the state government incorporating forest, agriculture, water resource, fishery and tourism departments. Endorsed by the Chief Minister. Awaiting approval — a case of diffuse costs and benefits with no clear account of who captures the revenue.
Targets 129 beels including Son Beel. Establishes community-based Beel Development Committees, builds fish landing infrastructure, and aims for a 1,200 kg-per-hectare production increase. ICAR-CIFRI monitoring MoU signed February 2026. The richest test case — every capital category has a traceable intervention.
Four-laning of the Karimganj–Sutarkandi stretch. It never targets the wetland directly, yet it changes connectivity across the catchment — tourism access, fish-market reach, and land values — all at once. A test of indirect and unintended consequences.
Boundary-sensitivity stress test completed. The same data produced opposite verdicts at the district versus the catchment boundary — the clearest demonstration yet of why boundary choice must be disclosed.
On-ground visit completed. Trust established with residents of three communities. Documentation in progress.
First structured articulation of the Son Beel initiative completed — the groundwork this site is built on.
